The Kursengi and Garabaghli fields located in the Kura lowland of Azerbaijan started producing in 1962 and 1960 respectively.

The Rehabilitation, Exploration, Development, and Production Sharing Agreement for the Kursengi and Garabaghli Fields in Azerbaijan Republic was signed December 15, 1998 by SOCAR, "Frontera Resources," and "Delta/Hess" Ltd and went into effect on April 22, 1999.
For the implementation of works in the Kursengi and Garabaghli oilfields the "Salyan Oil" Ltd. Operating Company was established. In May, 2002, the stakes of "Frontera ReSources" and "Delta/Hess" Ltd. in the agreement were purchased by the China National Oil Corporation (CNODC). The agreement covers an area of 450 km2.
During the development of the fields 808 wells were drilled, 494 in the Kursengi Field and 314 in the Garabaghli Field. Cumulative oil production as of January 1, 2011 for the Kursengi field was 11,487 thousand tons, while for the Garabaghli field it was 6,515 thousand tons.
