Since the academic year of 2004-2005, SOCAR had been providing scholarship in the amount of 40 manats to 20 students from each course of the bachelor level based on a competition in order to teach young talented oil specialists at the State Oil Academy of Azerbaijan on selected specialties, and encourage students to gain up-to-date scientific and practical knowledge in the oil and gas fields.

From 2008, the framework of this competition was extended. SOCAR’s priorities have changed, requirements for personnel training and management have been increased, and new influential higher education institutions for teaching young specialists in our country have been formed. With the purpose of extending the coverage of the competition, increasing students’ activity and reducing the possibility for universities to influence the process of selection, in 2008, SOCAR approved the new Regulations "On granting scholarships of SOCAR to students of higher education institutions of the Republic of Azerbaijan". Students on bachelor and magistrate levels of all higher education institutions of Azerbaijan may participate in the competition on specialties required at SOCAR. Number of grant-aided students on each course has been increased up to 30, and amount of the scholarship became 70 manats.


As of November 2010, the amount of the monthly stipend was increased up to 100 manats. Since 2006 to date stipends has started to be paid via individual plastic bank cards. Taking the account of increasing number of students applying for a competition since 2011, by a resolution of SOCAR President, the number of students on each course has been increased up to 40.

Competitions are announced twice a year, after terminal examinations are over. Over 1,000 students apply for the competition. Since 2009, application for a competition is received through electronic registration only. The competition is held in two rounds: in the first round, candidates’ logical thinking is checked through tests held by State Commission on Accepting Students. Students that score sufficient marks in this round pass individual tests in the second round before a special committee of SOCAR. The whole process of competition is reflected on the website of the Program (http://www.socar.az/tehsil).

SOCAR have always been keeping these students on the focus of attention: they organize production practices, provide assistance in defining the subjects of their yearly project works and provision with relevant information, create conditions for providing students that have completed their study with jobs, or receiving a magistrate education in foreign countries. Those students that have completed their education with SOCAR grant, as well as those graduates that were not chosen as grant-aided students but distinguished themselves in the competition are offered jobs at SOCAR. In 2009, 62 graduates and in 2010, 26 graduates were admitted to work by this way.

Heydar Aliyev Baku Oil Refinery (BOR) of SOCAR too has assigned, starting with the academic year of 2004-2005, a monthly grant for 30 students of Chemistry and process, Oil-mechanics, Energetics, Automation of production processes faculties having high marks on courses 3 and 4 and magistrate level. BOR has been keeping these students on the focus of attention, and providing assistance to ensure that they undergo practical training at the factory, defining subjects of yearly projects, making up these works based on actual information of the factory, as well as in providing grant-aided graduates with job. Some of them are currently working in various positions at the factory.

Since January 2009, the Georgian Representation of SOCAR has been assigning grant for 97 talented Azerbaijani students studying at higher education institutes of Georgia.

Both graduates of the Scholarship Programs on education abroad, other young graduates of foreign countries’ influential universities and also winners of domestic scholarship competition are created conditions to be provided with flats after they were admitted to work.

SOCAR are not satisfied just with the abovementioned works, they have been continuously working on improving the works carried out with youth, holding electronic enquiries among youth regarding the regularly held programs, analyzing their results and taking into account in future projects. As a result of these, last year SOCAR started two new programs aimed at youth, which won their broad sympathy: Paid Summer Practice and SOCAR Summer School. 4
